A cookie consent banner is the notice a website shows so a person can accept, reject, or choose purposes before optional cookies and trackers run. In Consent Guru the banner is the published policy, not a separate snippet you edit in every template.
A banner that only offers Accept, or that hides Reject, is difficult to defend when a law expects a genuine choice. The banner also has to match the preference center people use later.
