UAE PDPL: federal privacy rules meet free-zone regimes

The UAE’s PDPL sits alongside DIFC and ADGM regimes. Multi-entity groups need jurisdiction-aware consent, not one Gulf-wide banner.

Illustrated cover for UAE PDPL consent management

The UAE Personal Data Protection Law introduced federal rules on processing, consent, and data subject rights, while DIFC and ADGM continue to operate sophisticated free-zone regimes.

Consent should be distinct from other bases, and withdrawal should be possible. Cross-border transfers need extra care when processors sit outside the UAE.

Configuration, not copy-paste

Identify which entity is the controller, which law applies to the property, and which vendors are in scope. A consent manager encodes that map so marketing cannot accidentally enable a blocked processor.

Educational overview only — not legal advice. Confirm requirements with counsel for your products and markets.
